Earlier this month, Senate Bill 31 was filed in the North Carolina Senate. The bill seeks to revise N.C. Gen. Stat. § 143-129, regarding the procedure for letting of public contracts. The most recent proposed revisions would add a subsection to the statute, affecting notification of public contracts for certain work or purchases with estimated expenditures of public money equal to, or greater than, $50,000. Under the most recent revisions, a political subdivision would be required to notify certain persons and businesses within the political subdivision’s jurisdictional limits of such public contracts being let for bid via regular or electronic mail or by posting to a website or service that generates the notice. The revisions would also require a political subdivision to provide such notice at least 7 days prior to the contract award, as opposed to the opening of bids.
